आंतरिक अव्यवस्था के आधार पर भारत में पहली एवं अब तक की एकमात्र बार आपातकाल की घोषणा 25 जून 1975 को की गई थी। इससे पूर्व सन 1962 में चीन के आक्रमण तथा 1971 में पाकिस्तान के साथ युद्ध के समय बाह्य आक्रमण के आधार पर आपातकाल लगाया गया था। सन 1976 के बयालीसवें संशोधन के बाद 1978 के चौवालीसवें संविधान संशोधन द्वारा आंतरिक अशांति शब्द को हटाकर सशस्त्र विद्रोह कर दिया गया, ताकि इसका दुरुपयोग न हो सके। अब ऐसी घोषणा के लिए मंत्रिमंडल की लिखित सिफारिश अनिवार्य है।
