डब्ल्यू. सी. रैंड पूना प्लेग कमीशन का चेयरमैन था। सन 1897 में पूना में फैली भीषण प्लेग महामारी के दौरान उसने रोग नियंत्रण के नाम पर अत्यंत कठोर एवं अपमानजनक उपाय अपनाए, जिनमें घरों में जबरन प्रवेश, सामान जलाना तथा महिलाओं के साथ दुर्व्यवहार सम्मिलित था। इससे क्षुब्ध होकर दामोदर, बालकृष्ण एवं वासुदेव चापेकर बंधुओं ने 22 जून 1897 को रैंड तथा लेफ्टिनेंट आयर्स्ट की गोली मारकर हत्या कर दी। इसे आधुनिक भारत की पहली राजनीतिक हत्या माना जाता है और चापेकर बंधुओं को फाँसी दी गई।
